Dr. Kafeel gained media attention after over 60 children died at BRD Medical College in Gorakhpur in August 2017.
He holds an M.D. in Paediatrics and works as a doctor at BRD Medical College in Gorakhpur.
In 2009, Dr. Shakeel was sentenced to 1 year in jail for a rape case.
Under the SP Government, he served as the Chief Nodal Officer of the Encephalitis department at BRD Medical College in Gorakhpur.
He also operates a 50-bed children's hospital called "Medispring Children Hospital" in Gorakhpur.
Anonymous sources revealed that Mr. Khan and Dr. R. K. Misra managed the supply of oxygen cylinders at the hospital.
Dr. Kafeel was portrayed as a hero in some media reports for his actions during the incident at the hospital in 2017.
He was a member of the hospital's Purchase Committee and knew about its significant debt to an oxygen supplier in Lucknow.
After the mentioned incident, Dr. Kafeel was removed from his position as Chief Nodal Officer but continued to work as a doctor at the hospital.
In June 2018, his brother Kashif Jameel was shot and injured in Gorakhpur in an alleged attack.
In September 2023, Dr. Kafeel wrote a letter to actor Shah Rukh Khan expressing gratitude for addressing the 2017 Gorakhpur tragedy in the movie "Jawan."
