Political Journey
  • Won the Goa, Daman and Diu Legislative Assembly elections from the Pale constituency on a ticket from the Maharashtrawadi Gomantak Party (MGP) in 1963.
  • Elected as Deputy Speaker of the first Goa, Daman and Diu Legislative Assembly on 15 January 1964.

Usgaonkar had his roots in the Miramar beach area of Panaji, Goa.

As a notable leader of the Maharashtrawadi Gomantak Party, he played a significant role in Goan politics.
In the 1967 Assembly elections, he garnered 5,671 votes to secure his position.

He harboured a deep passion for theatre and classical music.
On 16 June 2020, he passed away due to age-related ailments at the Goa Medical College, and his final rites were held at the St. Inez Crematorium in Panaji.
